A stock sample is a different animal. A standard HB pencil from inventory often ships free. The buyer pays courier freight collect.
Why the difference? A stock sample comes off a shelf. A 1,200-piece sample order is produced on the same machines that will run your bulk order. You are buying production time.
One more line hides in most quotes: the sample fee on custom tooling. If your logo needs a new printing plate, that fee is quoted separately. It is refunded against the bulk order above a volume threshold. Ask for the refund rule in writing. It is one sentence in the quotation and worth real money later.
Why 1,200 Pieces Instead of 12
Twelve pencils is what you need to look at. Twelve hundred is what the factory needs to produce. Pencil machinery runs at industrial speed — our lacquering line in Qingyuan, Zhejiang moves tens of thousands of barrels per hour. A 12-piece order would force every machine to be set up, run for seconds, and torn down. The setup cost lands on your quote either way.
A workable sample order matches the minimum batch per color. Three colors at 400 pieces each gives each color one production cycle. You keep enough pieces to test on paper, share with your quality team, and hold a reference set. The surplus pieces are not wasted: they become marketing samples for your own retail team. Metal Printing and Other Adders, Tier by Tier
Adders such as metal printing are priced in tiers that fall as volume rises. The mechanism is simple: the factory amortizes the same plate setup across more pieces. At 25,000 pieces the adder is a fraction of a cent per pencil. At 100,000 pieces it drops to roughly a third of the 25,000-piece rate. Ask for the tier table before you approve the sample, because the bulk quote locks that table in.
Metal printing reads expensive on a gift pencil and looks wrong on a school pencil. It also adds a production step: the foil can lift if the barrel lacquer is not fully cured. If your buyer brief says "gift, should look expensive," request it on the sample. If the brief says school bulk, skip the adder and spend the budget on a better box.
How the Sample Fee and Courier Are Reported
The sample quote should arrive as one number with the courier included. When it does not, ask. "Sample fee plus courier" is two numbers; "delivered to your door" is one. The second version is easier to compare across factories.

The lock matters. The approved sample becomes the physical standard the bulk run is measured against. If you change the Pantone reference after approval, the factory re-runs the sample. Correctly so: 50,000 wrong-color pencils cost more than one extra week.
FSC documentation rides along when the sample is FSC-certified. Check that the sample paperwork references the same certificate chain as your bulk order.
