How Qingyuan Became the Pencil Capital
Pencil manufacturing in Qingyuan began in the late 1990s when entrepreneurs from the stationery trade set up the first workshops using locally sourced timber. The county's location in southwestern Zhejiang — close to bamboo and wood resources — gave it a natural cost advantage.
Over two decades, what started as a handful of workshops grew into a cluster of 40+ factories with an annual output of 4.5 billion pencils — roughly one of every three pencils made globally. The county government designated pencil manufacturing as a pillar industry, supporting infrastructure investment and export logistics.
Today, Qingyuan pencils reach 50+ countries, with the majority of output certified to European retail standards: FSC chain of custody, BSCI social compliance, ISO 9001 quality management, and ICS environmental grading.

Qingyuan County Hongyun Penindustry Co., Ltd. has been operating in the Zhukou Industrial District since 2004 — among the longest-running exporters in the cluster. With 12 automated production lines and a daily capacity of 2 million pencils, Hongyun produces wooden, colored, watercolor, plastic, and promotional pencils for retail chains across Europe.
All four certifications required by European retailers are in place and verifiable: FSC chain of custody (ESTS-COC-251233), BSCI social compliance (Grade C, monitored annually), ISO 9001:2015 quality management, and ICS environmental grading (Grade B, 92%).
