Step 1 — Lock the Specification Before You Ask for Prices
Most first-time buyers email three factories and ask for a quote on "standard promotional pencils." Prices come back anywhere from $0.03 to $0.12 per piece. The spread does not tell you which factory is cheaper. It tells you nobody had enough information to quote the same product.
A workable specification has five fields:
- Barrel shape — hexagonal, round, or triangle. School orders are usually hexagonal.
- Wood — basswood for retail programs, poplar for short-term promotions.
- Lead grade — HB covers most school and office orders.
- Finish — lacquered, matte, or natural.
- Print — number of colors, position, and method. Screen printing costs less at volume; foil stamping reads as higher-end on gift orders.
In our Qingyuan, Zhejiang factory, missing Pantone references force the sales team to guess barrel colors. We have received two orders for the "same red" six months apart that arrived in visibly different shades. One matched Pantone 186C, the other 032C. Both buyers approved their own samples. Neither remembered that "red" is not a specification.

Step 2 — Sample Approval: What the Sample Cannot Show
In our Qingyuan, Zhejiang factory, sample approval takes 7–10 days. Check the logo position against the barrel seam first. Then check print color against the Pantone book in daylight. Then lacquer coverage at the ends and ferrule-to-barrel fit. Most buyers check the logo and stop. Check the barrel seam too.
A single sample cannot show you consistency across 50,000 pieces. That is what pre-shipment inspection covers later. Your job at this stage is to lock the reference. The approved sample becomes the standard our custom pencil OEM line is measured against.
Step 3 — Freeze Packaging and Compliance Documents Before the PO
Packaging decisions change unit cost and lead time: OPP bag, blister card, paper box, or tin. Custom box artwork needs die-line approval before the print run starts. A late artwork change here is the single most common delay we see.
Compliance documents travel with the order: FSC chain-of-custody, EN71-3 test reports, and the BSCI audit report. If your packaging prints the FSC logo, the rules require a transaction certificate tied to each shipment. For wooden programs, our FSC-certified wooden pencils run the same documentation chain.
Step 4 — Production, Inspection, and Shipment
Production runs 15–30 days depending on print complexity and packaging. In peak season our lacquering line runs two shifts. A 50,000-piece order moves through it in under a week.
Before the pencils leave the factory, the order goes through a pre-shipment inspection against the usual AQL 2.5 or 4.0 standard. You can hire a third-party inspector — SGS, Bureau Veritas, and Intertek all run pencil checks in Qingyuan. The inspection covers print registration, lacquer adhesion, core centering, and packaging condition.
Payment structure is standard for wholesale orders: sign the proforma invoice, pay a deposit, production starts, balance clears before the container loads.
Shipment goes FCL from Ningbo, Qingyuan's nearest port, at 25–35 days to European destinations. LCL runs 35–45 days. Your freight forwarder needs three documents from us: commercial invoice, packing list, and bill of lading.
